They ~could~ disband the dept. and start over... This police chief could do a million things, but he is playing dumb, pretending he has no control over his own department. This is a behavior characteristic of the bureaucratic maze , a trait exhibited by functioning figures in the maze to allow the ‘system’ to run smoothly, coldly, and drone-like. You see politicians play dumb and pretend they have no power to change things, police officers who say their job is to ‘enforce the law, not decode it’, and a wide variety of people involved in ‘the system’. It’s the oldest, most inept, helpless, and effective excuse at the disposal of people who are trying to rationalize the continuance of doing dysfunctional or unjust things.
