They do this on purpose. I cannot understand the legality of any company that computes your charge from guesses and expectations? There are many that do it. Utility companies are notorious for it, and it should be absolutely illegal. How can the electric, or water, or gas, or cable company charge you on a guess on what you might use over an average of a longer period? Why are they incapable of charging you exactly what you used. Gas company buys oil, refines it to gasoline, sells it to a distributor, where a gas station buys it. Add the Federal and State and any other leeching government agency taking a share of the profits, add your costs of running your business since the last time you bought gas. There you go, the price of a gallon of gas until you have to buy again. Electricity, why guess? Why not just charge for actual usage. Same with water, gas, etc. There were several cases where a utility company underestimated over a long period, and added their mistake all at once. That should be illegal, because it is immoral and unethical. You dont catch your mistake in a set period of time, thats your mistake. If you charge on a month to month basis, you cannot adjust for over a six month period of time. That is just wrong.
