This Day in History (from pbs.org) July 15, 1979: President Jimmy Carter Delivers ‘Malaise Speech’ On this day in 1979, President Carter gave a televised address declaring a “crisis of confidence” in the United States. At the time, the European and Japanese began out-producing the U.S in energy-efficient automobiles and other advance technologies. President Carter’s speech claimed the United States had lost faith in being the world’s front-runner in “progress.” To restore that faith, he introduced energy policy plans and mandated conversations efforts to cut the nation’s dependence on foreign oil.
