This amuses me! I worked briefly for the FBI at the Hoover building in DC. We spent three days in orientation about all the FBIs grand plans in the event of a catastrophic event. Well, in 2011 there was an earthquake in Virginia and it was felt in DC. Our plan? Go home! Can you imagine what happens to the city when millions of workers go home at the same time while the Metro system is closed and cell phones dont work?! Took me 4 hours to reach Union Station, 2 and a half miles away. I sat and waited 4 more hours for the tracks to be examined before boarding a train to Martinsburg for the 2 hour ride home.
