This article appeared in The Scope Nov- 8- 14th, 2013 edition FEW DAYS GOODBYE TO STATE OF EMERGENCY II By Adamu Muhammad Dodo, ANIPR Being the second part, the essayist has found it deem fit to lift, kind of “cut and paste” the last sentence of the previous edition to be the introductory paragraph: “This bloodletting, bloodthirsty and greedy Cain-like, Keiny-luv has observed, could be said to be forerunners to the devil. They could be trying to have the state of emergency extended after November by creating however ghost the state of insecurity as the signal was seen reflected in the recent experiences with the Yobe (and Bama) mayham, without which we shall begin to say goodbye to state of emergency this November.” “Will it actually be few days to say goodbye to state of emergency?” Benson seemed to be asking. He was initially agreed with the idea that state of emergency lasts for six months maximum depending on the degree for which reason it was imposed and the level of how the problem, which necessitated the imposition of emergency rule was tackled and/or resolved. However, he belonged to the pessimists cocooned in a crooked perception that in this country, the negative has its way impliedly, by imposition. “Democracy is a game of number where the majority votes decide the elected. However, in this country, it is observed that it was the minority votes that count as being elected. Hence, by this assertion, the six months maximum for the emergency rule to be withdrawn would have been immaterial.” He was quoted to have lamented. Benson’s lament was somewhat an echo to those who argued that it was initially not necessary to have the imposition of state of emergency enforced in Adamawa state other than it being politically motivated, for having known the state as being peaceful, the atmosphere capable of discouraging any act of insurgency and/or rebellion to constituted authority other than that of mutual antagonism, coexistence in hypocrisy born by egotism, dowered by over ambitiousness and insensitivity to community development and public demands aimed at diversion and inimical to progress among the political elites who are, amazingly if coincidentally, accommodated under the same political umbrella. However, some of the people, especially the motorists interviewed, expressed hope with delight that it is really few days left to bid goodbye to state of emergency imposed on Adamawa state being that the curfew was much more relaxed, movement after 11:00pm, though with cogent reason, unlike at the initial stage, was said to be enjoyed as much as the voices of the Adhan call preparatory to the congregational morning prayers was heard from 4:00am. It has been a welcome development. “Has the insurgency being surmounted in Borno and Yobe?” Caleb asked. “The fact that though Adamawa state is known to be peaceful and free of insurgency, it shares the same border area with the states infested by BH terrorism, which is why, the public, is made to understand, emergency rule is imposed in the state. Therefore, as long as the states sharing border with Adamawa State are not gotten rid of insurgents, the state would not be spared of emergency rule.” He would say. It was thought that everything would have turn to normalcy before six months. In fact, the signal was apparently clear; some of the BH leaders were said to have been arrested and others killed including the ring leader, Shekau. However, barely a month to the withdrawal of emergency rule, a renewed violence and mayhem occasioned by wanton killings of students in schools, passengers on road and those celebrating a wedding ceremony were unleashed in Damaturu and Bama respectively. Worse still, Shekau was shown in an unidentified video claiming responsibilities of the attacks in the name of victory. The question that is remained to be asked is, which Shekau? The real or the Mallori like imagined as was articulated by James Hadley Chase? The scenario seemed like the attempt at the actualisation of fiction, kind of translating imagination to reality. The next question being contemplated, is why the renewed insurgency barely few days to the suspension of the state of emergency? Who are those architect who would not want to have an end to insecurity and what would have been the motive behind it. Just like an ionist in the literary parlance, who would keep on having continued doubt about the final vocabulary and probably, nature and situations if promises of things as would be spelt out, so is the absurdist who would not want to be interpreted as being pessimist as much as the ionist, so are the political commentators who could not find meaning to the emergency rule imposed on Adamawa state will keep on having continued doubt on when the rule would get to be suspended for the citizens to get to breath the long awaited almost forgotten air of freedom in a sense that the intraparty conflict is still ongoing and Adamawa state is said to be the principal actor. The wanton killings in Borno and Yobe States have technically reincarnated the insecurity and that the presidency has submitted a bill before the legislature seeking for the extension of the emergency rule in the affected states of the North-eastern part of the country. This is really messy but will Adamawa State be out of the mace this time around? It will really take the elites to sheath the sword leathered by controversy, seeming incomprehensible to the ordinary minds to play the voice of the voiceless electorates, devoid of noise this time around and plead against the extension of emergency rule to affect Adamawa state. Perchance, the public confidence and respect of elder-elites would get to be restored. Not a single youth among the citizens who would want to be left to go about their normal business of work and worship 2.4.7, is reported to have been claimed by bullet and not a single officer on duty who would wish to be reunited with his family and friends against harsh weather and insects that bullets could not be used to be scared away and whose bites have deadly parasites, is reported to have been down in the state owing to the strict adherence to the emergency rule without any form of resistance to it, in the state. It is hoped that it would not be the first but the final and never to be repeated phase of the goodbye to state of emergency rule.
