This article perfectly explains one of the reasons why I was unable to continue living in Geneva. As bars and clubs have been forced to close in the city (too noisy or rent too expensive), the one remaining area that has a few good bars and nice terraces was this street, Rue de lEcole-de-Médecine. But - lo and behold! - bars attract people, and people occasionally make noise, so the city did 2 things: first it invented a whole new job and forced the bars to hire people called chuchoteurs (ie. whisperers), tough guys whose sole job is to go shhhhhhh! in your face if you sneeze or say cheers a little too loud. And now they have made it illegal to be on the terrace of any of these bars unless you are seated at a table. Its one thing to be a boring city, its a whole other thing to enact laws to ensure you become even more boring.
