This blog, Marginal Cost of Transportation Again: Time or Tolls on the Strong Towns website discusses evidence declining automobile travel demand and resulting failures of many toll roads to recover their costs. It cites Gordon Price, and some of my analysis (vtpi.org/VMT_Elasticities.pdf ) showing that motorists tend to be more price sensitive than most traffic models predict, which means that transportation demand management (vtpi.org/tdm ) tends to be more effective and toll roads less successful than expected.
