This day, April 21st, in Native American History. 1806: The Department of War established the office of superintendent of Indian Trade, a position appointed by the president. The job entailed the purchase of goods for and from the Indians. 1864: Based on a congressional act of April 8, 1864, Austin Wiley, superintendent of Indian affairs fro the state of California, proclaimed the proposed establishment of the Hoopa Valley Reserve on the Trinity River. It was located in Klamath County, California, and settlers were advised not to make further improvements to their properties or to move into the area. This proposal required presidential approval. 1938: In an election a constitution and bylaws for the Tonkawa Tribe of Indians of Oklahoma was approved by a vote of 9-7.
