This evenings City Council meeting included the following items. 9203 appropriating $144,673.00 from free cash to the stabilization account. Motion made seconded and passed. 9204. $7,500.00 to transfer from free cash to community development for professional services. This is for the open space recreation plan This is suppose to be revisited every 5 years we are at 8 years. This is needed for applying for grants. Motion was made seconded and passed 9205 application for renewal of a license was referred to Safety Committee for study and report. passed standing committee Safety Committee Motion by Councillor Graves of a changes to ordinance regarding the GFD which allows the Fire Chief to have full and absolute control of personal subject to appropriations. Motion passed Motion to send this to first printing. Councillor Graves stated that several fire fighters expressed concerns about the fire chief limiting the term of the Fire Chief to 2 years. There was discussion to whether or not to change it. It was decided to leave it for the time being. motion passed Amendments to fire suppression system. Question was asked by Councillor Morgan if CO should be included. Safety will find out the answer and can amend if needed at 2nd printing. Motion to send to first printing. Motion passed. Councillor Tassone Zoning proposal March 17th there will be a public hearing therefore they will accept the committee report following the public hearing. Motion passed Finance requested more time on the disposition request they are waiting for further information. Councillor Tassone announced that Gardner baseball sign ups will be at John Sports shop this weekend. Councillor Gerry stated he attended a meeting regarding a group of citizens who are concerned about saving the pool. President Walsh stated that they voted to put funds into the stabilization account and that they needed further information and if the prior orders werent passed that it would have an ill effect on the ratings. They changed the criteria on the mayor and now they are different than the past. He is happy to report that the existing reserve is a strength and in light of the Moodys and the favorable rate at the bond offering which is 1/2 point less than anticipated. The mayor indicated that they should maintain the 10% yearly to put into the Stabilization account. On March 12, in Council Chambers, there will be a public hearing sponsored by the Charter Commission. The purpose is to take public input to the proposed changes to the Charter. It is unknown if the changes have been made public. There is currently a request for the changes to be sent to the Council members for review prior to the end of the week.
