They neither support nor oppose it -- and, given the extraordinary complexity of what theyve analyzed, I can sympathize! The CBP follows the Department of Finances projections, which assume LCFF will not be fully funded by 2020, and that the PSSSA would probably not be triggered this decade. As a result, they note things I hadnt -- for example, that once the basic BSA fund is full, lawmakers would be prohibited from using the dollars that would otherwise have been earmarked for the reserve for state preschool, higher education, etc. They could only be used for debt reduction and infrastructure projects. They confirm just how Prop 2 would further complicate the annual state budget process. In addition, the interaction between these true-ups and the complexities of meeting the states existing Prop 98 funding guarantee for schools and community colleges could product unintended consequences.
