This is Roscoe. He was adopted through a rescue group but his POS owner surrendered him to the SPCA Tampa Bay of all places. Hes deaf. His chip is still registered with the rescue group but the SPCA wont give him back until he has his evaluation! They said he is the property of the SPCA. So this is why they treat their animals like crap, they consider them property. What an organization. Can you believe that shit? HE HAS BEEN THERE SINCE THE 13TH AND HASNT BEEN EVALUATED YET!!! The rescue group is very upset and want their dog back. He needs to get out of there now!!! Please share Roscoes story so that hopefully if enough attention is brought to him he will survive his stay at this dysfunctional organization.
