This is a fascinating story. The conservative Texas legislature, dominated by people who dont like the government telling them what to do, wants to tell municipalities what they can do. Maybe the citizens of Austin dont want plastic bags in their town and dont think its the business of the state government one way or the other. In Texas, frustrated by the state legislatures unwillingness to do anything about payday lending due to so many politicians getting money from the industry lobby, many cities have enacted strong local ordinances regulating payday lenders. In the 2015 session, look for proposed state legislation from Republicans to stop cities from passing payday lending ordinances. Oh, the irony. One wonders if municipal tea parties will develop and fly Come and Take It flags of their own.
