This is a good chart ... but there is one important omission, it explicitly excludes the impact of non-US persons coming to a state. Two possibilities include: foreigners come to a state, increase the demand on state-funded services, driving residents to places not experiencing the same demand for services; and, affluent foreign persons come (esp. to California and New York) to a state, increase real estate prices, are indifferent to local tax rates (perhaps due to non-domiciliary status), and drive residents to other states with lower tax rates and lower real estate prices. taxfoundation.org/sites/taxfoundation.org/files/docs/Migration-AGI-(large).png
