This is a good piece and Jesse Sloman is spot-on that service leaders must avoid glib statement that inflame anxieties concerning compensation reform. But the premise is still flawed. This is not a zero-sum game between pay/benefits and modernization/readiness/ops. Base closures, elimination of redundant force structure (especially headquarters staffs), and reforms to modernization plans are the alternatives generals and senior civilians need to seek out, if only they can locate the moral will to do so. Myth: personnel costs are out of control. Fact: the cost of people as a share of spending is the same as it was in 2001 and less than in 1991. A big part of this problem is that DoD and JCS have lost credibility. Too much chicanery and too many generals standing silent in the face of moral violations . . . the Pentagon is reaping what it has sown.
