This is a horrible picture but the man who caused this dog to get into this condition should never have been allowed to walk! He shouldve had to serve time in prison! (Preferably with other dog-lovers, or inmates participating in one of those programs where prisoners are paired-up with shelter dogs to foster them and teach them the skills to be adoptable. (It helps both the inmates AND the dogs, and sometimes they claim its hard to tell which is helped the most! SO...can you imagine the way some of those dog-fostering inmates would treat this disgusting individual???? (BTW, I just cant look at these two pictures without getting upset. Look at the eyes on that pup. They say the eyes are the gateway to the soul. If that is true, this doggy has a loving (yet probably terrified) soul and a big, big heart.
