Thank you. x These are the facts on the violent and illegal ASPA raid on a shelter run by volunteers and the adjacent veterinary clinic of Vier Pfoten on 21st of March, 2014. At around 14.00 oclock, ASPA, the Romanian authority for the management of stray dogs, raided a pound located in Bucharest, District 6, and the adjacent clinic of Vier Pfoten. Both were run by volunteers under the supervision of the government paid veterinarian, Bogdan Brasla. ASPA arrived with 13 vans, a Police escort, and broke the paddock locks to gain access to the dogs. They gave no official documentation or reason for their action, despite being asked several times by the volunteers. Bogdan Brasla, who was in charge of the pound, didnt show up, and ignored volunteers requests to intervene. The dogs were handled harshly during capture with some choking because the noose was too tight when they were caught. Dogs were dragged across the ground, and manhandled into cages. Many dogs were injured in this process and were seen to be bleeding from the mouth. Four dogs died at the scene. Unconscious and dead dogs were packed tightly together in small cages. The post operative clinic was deliberately vandalised. The dogs were taken to the public shelter of Bragadiru. ASPA confiscated 18 dogs, 3 of which belonged to the volunteers. They also confiscated 57 dogs who were being supported by Paws2Rescue, a charity registered in the United Kingdom. In total 75 dogs were taken. A total of 8 dogs had died by the next day due to mishandling. Although the clinic of Vier Pfoten has a legal contract with the 6th District City Hall, the Police obstructed the access of their staff into the paddock. Nor had they received any official evacuation notice. The clinics co-ordinator Anca Tomescu said The way the District 6 Hall chose to end their cooperation with us is inexplicable given that FOUR PAWS has invested its own resources, time and efforts in this project at the express request of the City Hall. I sterilized over 3,000 stray dogs during the two-year project in Sector 6 and can not understand this attitude According to the information received from the Vier Pfoten clinic press center: - Staff went to the facility immediately to check the damage, then filed a complaint against ASPA for vandalism, stealing and illegal trespassing. - More staff went to Bragadiru public shelter to claim the dogs, but the shelter administration illegally forbid the access in the facility. The clinic is starting legal actions against ASPA for * abuse and theft of the dogs from their facility. * breaking the law regarding public access in a public shelter * failing to respond to their 30 day-term mentioned by the law for Public Services. * breaking the contract they had with the clinic . * and breaking Law 9/2008 A video was made at the time by Ioana Iordana occupyforanimals.org/romania---aspa-raided-a-private-shelter-and-the-adjucent-clinic-of-vier-pfoten-in-bucharest-on-21st-of-march-2014.html Occupy For Animals conducted extensive interviews with the volunteers who run the raided shelter and this is what they have learned: The shelter, which is cared for by volunteers and supported by a UK charity, is located on a land owned by the City Hall of Bucharest and is under the supervision of the government paid veterinarian, Bogdan Brasla. The volunteers have run this shelter for around three years. Bogdan Brasla, the vet, has attended the clinic only three times i this period. The shelter has always been free to use, (no rent) and the staff have never been asked to pay rent. Recently, Bogdan Brasla said in order for the dogs to be safe, they should now pay rent and that he would personally guarantee the safety of the dogs. The volunteers had in fact secured another shelter on a rented farm, and informed Bogdan Brasla, saying the dogs would be removed as soon as humanly possible. He stopped them by insisting micro chip registration had to been finalized by ASPA before the move. In fact, microchips no longer need to be registered to ASPA; only to the College of Veterinarians. During this time no amount of money was ever officially requested therefore an eviction was unjustified. More than half of the dogs were brought from two private shelters almost 3 years ago and had raised them from puppies. The law allowed the volunteers to adopt dogs from other rescues as well as the stray dogs that they found inside the shelter. All the dogs prior to their seizure were micro-chipped, had adoption papers ready, and were awaiting rabies vaccines (already purchased) and then final registration by Bogdan Brasla of the ASPA. To summarise: The dogs would have been moved to the rented farm more than 2 weeks ago if Bogdan Brasla had not prevented it. The volunteers returned to the shelter the next day to collect their cages and other equipment but were denied access by Bogdan who now intends to make this his shelter. The law covering stray dogs is as follows: Art. 13. (1) For the purpose of article 13 from the Government emergency Ordinance no.155/2001, with further amendments and completions, inducing sufferance to dogs means: a) strike, stick, wound, mutilate in any way the dogs. b) handling them in a way which provokes them pain or useless sufferance. c) shoot with a tranquilizing gun or with the sarbacane the dogs located in backyards or which are chain immobilized. d) capture dogs which are not very aggressive, which are not suspected of being rabid or which are not located in inaccessible premises, by administering at distance narcotic and psychotropic substances. e) transport dogs without individual transport cages. f) transport dogs in means of transport which are not adequately ventilated. g) not to comply with the obligation of feeding 3 times a day puppies aged between 6-12 weeks; h) not to comply with the obligation of feeding twice a day, puppies aged between 12 weeks -12 months. i) deprive sick or injured dogs from medical treatment. THE FIGHT FOR THE DOGS Today, Monday, 24th of March, Ioana, one of the volunteers, returned to the Bragadiru prison, which serves as a public shelter, with Codrut Feher as well as some clinic staff. Also present were ASPA chef Bancescu, the Police, and several media. The shelter management only allowed in one person at the time, and the time of writing this 10.30am, Ioana has managed to take 3 dogs out. Updates will follows as we have them.
