This is a very long article and Im sure many wont want to wade through it. However it does illustrate how our government at the federal level has shot itself in the foot in the same way the Army did back in the 90s. During the RIF, officers (at least in the Engineering branch) had their company command time dropped from 3 years to 2. Thus you had very little time get get into the job, make mistakes, learn from mistakes and make your mark. So officers now had to be *perfect* and to do this they pretty much worked 24-7 for two years and then they were out. The problem is this created a huge problem for the enlisted and NCOs. They didnt want to hear about reality or what had worked before. They wanted to do things their way. What these officers forgot was that after their whirlwind tour, we got a new officer who did the same thing. So every unit bounced from crisis mode to crisis mode and it really degraded morale and our capability. As this article shows, once the politicians have had a lot of their power stripped from them by party bosses, there is no incentive to learn their job since they know in short order they will be moved to a new one. Yet unlike the overwork NCOs and enlisted, as the article points out, staffing has been gutted so a lot of work gets outsourced to private firms who have their own axe to grind. Staffing your government so it can do its job does not make it bloated; it makes it functional and able to respond to the complexity of modern life.
