This is an absolutely ridiculous bill put forth by Rep. (D) Jeff Irwin and is truly meant to quell and quash the opening of any competitive Charter Schools in low income and low performing districts. ------ Introduced by Rep. Jeff Irwin (D) on October 6, 2014, to prohibit a charter school identified as being among the bottom 5 percent of Michigan schools from switching authorizers. Specifically, the entities that authorize charter schools (primarily state universities) authorizer would not be allowed to issue a charter contract to a low-ranked school that previously had a contract with a different authorizer. Because the current state school rankings are not adjusted for the socio-economic status of students, this the bill could have the effect of closing all charter in low-income, low-educational attainment areas.
