Many could be done at pilot programs at the local and state level. We could be creating NGOs and not-for-profits, letter writing campaigns, and so forth to be implementing these now. And many of these processes would not only deal with poverty but also improve the human resources basis of the country. These approaches also expose one of the biggest lies: The whole Teach a man to fish cultural meme. The failure of government isnt just the failure of public welfare. Its across every aspect of government, from education to job placement to residential assistance and urban planning to mass transportation policy. Meanwhile, banks are bailed out, the rich are given tax shelters, and there are subsidies for numerous industries.
