This is another example of why I refer to the United States as a Capitalist Dictatorship. Again, a governmental agency does what best for the capitalist class even at the expense of the health of working class people. Both state and federal government slavishly follow the dictates of capital. It would be interesting to find documentation regarding who gave the order to ignore peoples needs -- maybe as high up as the governor? Fracking could be the basis of a 21st century version of Upton Sinclairs The Jungle. The common theme being that people are treated like chattel rather than human beings whose needs and concerns are treated respectfully and seriously. The US no longer has citizens, but subjects. All must genuflect to Almighty Capital and their faithful representatives.
