This is apalling and should not be tolerated. If this child is not punished for his acts then statistically speaking he is likely to continue these mutulations and tortureous acts. He will most likely move on to bigger prey. Perhaps someone you know or love. I am an RN and have contacted social services for less when regarding children and elderly people. I am forwarding this email and picture on to other state city concil members as well as tv and radio stations. I am hoping that this will force your hand, or at the very least shame you into doing something. Truely sickened,
