This is beautiful! Anyone recovering/suffering from addiction issues knows that there is a deep rooted sadness causing most if not all addiction issues. Do not criminalize people for this! It does not matter wether a substance is legal or illegal to someone who is suffering from an addiction! It is the literal need for it; plain and simple: there is no choice! Just pain and suffering that only compassion, tolerance, empathy, patience and understanding will help. Abstinence is the honest to God key. Other programs are just postponing the in inevitable.
