Taken from: https://facebook/side.show.3/posts/10203006376742146 On 28 July 2000, President Putin reached a business-political settlement with 21 oligarchs whereby their past excesses would escape government scrutiny and, more importantly, avoid possible re-nationalization, on condition that they concentrated exclusively on developing their businesses in Russia, and not interfere in politics (Rutland, 2000). This agreement was not aimed at only the 21 oligarchs, but to the entire business elite. This was to assure them that neither privatization would be re-visited nor would he challenge their current ownership (Orttung, 2003: 1). He took a promise from them that in return for this overlooking of their past transgressions, that they would ensure transparency in their dealings and operations, pay taxes, reduce capital flight and re-invest part of the capital so far exported (Izvestia, 29 July 2000). But most importantly the promise that he extracted was that they could not get involved in politics. By politics, Putin meant the politics associated with Kremlin as they had done earlier with Yeltsin s presidential administration. This did not hamper the oligarchs from contesting elections to the Duma, or to become governors of the regions or get elected to the regional parliaments. This agreement came in the wake of several reprisals against the business leaders between June and July 2000.
