This is illegal. I worked for a driving license bureau in OH and it was impossible to give someone a license or ID without positive proof of who they were. We had to have birth certs and or valid passport plus a picture ID. If they werent born here and didnt have a valid work visa we were unable to issue a license. This was a federal requirement not a state law. So it looks like this person was bypassing all ID and just issuing it. They need to go to prison.
