This is not about a lost dog, but Im looking for some advice. I have a neighbor that just got a small dog & they leave it outside all the time. It barks constantly day & night, because its cold & doesnt get any attention from his/her evil owner. Im not making a noise complaint. Im concerned about the dog. A former neighbor did the exact same thing. When I called the Humane Society & Animal Control, they told me they couldnt do anything because its not against the law to neglect your dog this way. I even offered to take care of the dog during the day at no charge, but they declined. The young dog died & they went back almost immediately to the shelter to rescue another one. I even called the closest shelters to try to report them, but they moved away. Does anyone know what I can do about this new negligent neighbor? I can barely sleep at night knowing its outside freezing. 😟
