This is one of the things that makes looking at stats so interesting and challenging and why I find charts so useful. I looked at two separate sets of stats for our shelters (Eugene is the major city in Lane County, and I sometimes use the terms interchangeably.) One set are given by calendar year and another by fiscal year. Very different shaped graphs. Which probably means they were doing hinky things the last month of the fiscal year to make the numbers look good. Note the last two of these where they managed to avoid Kitten Season in 2008. There was no official change in intake policy, but they have their ways.
