This is the governments operational model for libraries. First, cut budgets and diminish useable stock. Then cut the number of professionals and if possible install completely untrained volunteers. Then cut hours so that opening times are unpredictable and do not suit the needs of that community. Finally, sit back and watch the foot-traffic fall. Wait a year or so and numbers will be so drastically reduced that there probably wont even be anyone left to put up a fight when the building is sold to make way for a car showroom. The chances of this model being successful are greatly improved by targeting poorer areas where they have a great many other concerns to tackle. Dont let it happen - #vote4libs
