This is the second in a series of comments on some very common errors that hamper tax reform plans. For those who dont know, I was director of research for Jack Kemps tax reform commission. I was also an active participant in changing U.S. tax policy in 1981, 1986 and 2003 (equalizing taxes on dividends and capital gains). With varying degrees of success, I also advised other countries on tax policy, including Australia, Canada, Mexico, Germany, Lithuania, Turkey and (thanks to the Center for Strategic and International Studies) even Ukraine. This is a difficult topic which is too often simplified in slogans and rhetoric. My suggestions may be worth some thought.
