This is updated. I read through the ballot initiative and the new reporting from Willy Week. I will NOT sign it and can not support this measure. The thing is, I agree with the vast majority of this progressive legislation. These problems make it unworkable. 1)It bans the use of emergency declarations by the water department and requires public bidding on all projects. Sorry, emergencies happen and large public departments have to have this authority. There can be after the fact oversight, but this power needs to be maintained or in an emergency we could be stuck in a burocratic nightmare of red tape before anything could get done. 2)It requires a public vote on all new chemicals added to the water. I am concerned about Fukushima or other possible contamination. If there is an emergency, then filtering mechanisms and contamination chemicals may need to be done ASAP TO PROTECT the water supple. Because of 1 above, the water bureau would be trapped and we would not have water. 3) It require a lawsuit to stop implementation of LT2 in order to keep the open air urban mount Tabor reservoirs less than a mile north of my house. This is a waste of money, has been litigated repeatedly and save our reservoirs has lost at state and federal levels. Medical science, and the risk of Fukushima or other possible contamination makes burying our drinking water important. I realize the risk is low, but crypoporidium or other bacterium could enter the water supply. Currently ducks and geese poop in reservoirs and the water drains directly to houses. Not to mention we would completely lose them in an earthquake. This is a NON-STARTER for me and I can not vote for it. I think this is the first time I disagree with a major initiative from the Local, or national Greens, but we will need to eventually bury our drinking water for one reason or another. Interest rates are lower now then they ever will be. We would be stupid not to modernize our water supply and comply with LT2 for health and safety reasons. Do not sign or vote for EITHER the right wing big business friendly one, or the left wing purist one. Not all modernization is bad and in this case we need to enter the 21st century.
