This is what a police officer did in the USA, she arrested a Woman who was caught stealing food but instead of throwing her in jail, she released her and gave her a 100 dollars worth of groceries so she could feed her family. The question is do you think the police in Nigeria can do this? Can they help someone who is forced to commit a crime because of hunger and instead of beating them up and throwing them behind bars, they give them a thousand naira for food and free them, can the Nigerian policeman do this?
