This is what had gotten Rick Perry indicted. More or less political payback. A lot of people feel that Texas is a blood red state, but really regarding locals there are a lot of liberal democratic areas. I havent read the Texas, State Constitution, but the governor can use the line item veto as done. What happened to Rick Perry is nothing new as the prosecutor has used it against other prominent politicians.
