RUTO, BALALA TAKE LEAD IN PROPER USE OF CDF KITTY – NTA THURSDAY, NOVEMBER 22, 2012 - 00:00 -- BY GIDEON KETER CDF report card launch AN audit report released by National Taxpayers Association has revealed that Eldoret North Mp William Ruto and his Mvita counter part Najib Balala have properly utilised CDF. The report said all the Sh89.9 million allocated to Eldoret North constituency were spent well on high quality projects creating value for the taxpayers money. Najib Balalas Mvita constituency was rated the second best. The constituency was allocated Sh50.3 million during the 2010/11 fiscal year. “The report shows there were certainly no CDF funds, which were badly used on badly built projects, wasted on abandoned projects or unaccounted for in Eldoret North and Mvita constituencies”, says NTA. NTA carried out an audit report on the use of CDF in 10 constituencies which has revealed that Sh125.8 million out of the total allocated Sh728.4 million has either been wasted on poorly done projects or cannot be accounted for. The NTA report says that Ramathan Kajembes Changamwe constituency is the worst performer among the 10 audited. It was followed by Chris Okemos Nambale and Alfred Bwires Butulain the ninth and eighth positions respectively. The report also says Sh12.9 million of the Sh31.6 million allocated to Changamwe Constituency was used on badly built projects. Butula constituency wasted Sh36.4 million out of the total allocation of Sh99.6 million. “Field studies revealed that money was voted on badly built projects, some abandoned while other did not in fact exist despite the fact that money had been spent”, says the report. Fred Gumos Westlands constituency wasted Sh489,895 while Tetu (Francis Nyammo) wasted Sh850,000. Anyang Nyongos Kisumu Rural and Kisumu Town west (Olago Oluoch) wasted Sh11.7 million and Sh5.5 million respectively. Machakos Town(victor Munyaka) wasted Sh15.2 million and Nambale wasted Sh42.6 million. Martin Napisa the NTA National Coordinator said there is a growing trend where politicians are increasingly channelling resources to areas that overwhelmingly voted for them during the last general elections. “NTA assessment of CDF in 145 constituencies has not only revealed poor project implementation, it has revealed a worrying trend where elected leaders concentrate resources in areas that overwhelmingly voted for them during elections,” Napisa said. “This is contrary to the principles of Public Finance (Article 201) which requires that the public finance system shall promote an equitable society and that revenue raised nationally shall be shared equitably among national and county governments and that expenditure shall promote the equitable development of the country including by making special provision for marginalised groups and areas.”He said. NTA chairman Peter Kubebea chairman said the county governments should learn from the experience and challenges that have stalked management of CDF kitty. “The coming county governments must look out for partisan interests that influence allocation of resources and ensure projects are evenly distributed across regions,” Kubebea said. He also called on the custodians of the county government to adopt the right to access of information as a powerful tool of governance.
