This lecture-presentation supports our position that “The transition to globalization is best achieved after local safeguards are put in place to protect the interests of our Filipino citizens.” Certainly, the practice of all professions in the Philippines shall be limited to Filipino citizens, save in cases prescribed by law. Therefore, Filipino librarians should not be eased out of our own labor market come 2015, simply because of an artificial shortage resulting from the licensure requirement as an entry into a library employment.
