This letter was presented to myself as a working group member concerned with Treaty and Treaty Lands. The management with in our First Nation ( Chief and Council ) must be addressed as accountability and transparency are positive qualities of any Community . OCHAPOWACE CITIZENS May 06, 2014 OCHAPOWACE COMMUNITY TRIBUNAL OCHAPOWACE BAND #71 TREATY NO. 4 TERRITORY We as band Members individually and representing our families, write this letter so that you conduct the business of the Community Tribunal in an efficient and timely manner and that you address the following to bring justice, accountability, and transparency to the Offices of the Chief and Council of our Band. 1. A decision to call for a Forensic Audit on All Ochapowace Accounts and All monies, to determine the extent of misappropriation. 2. That if the forensic audit reveals misappropriation or wrong doing and corruption then disciplinary measures be placed on the people responsible for deciding, implementing and perpetuating the wrong doing and misappropriation. 3. The Home Ownership Program as identified within the previous and current fiscal years audits, be investigated as who benefitted and whether or not the beneficiaries occupied a conflict of interest and whether fraudulent activity had occurred. 4. That all Trust Monies be included in the Forensic Audit. 5. That the Winn Bay transaction and investments be revisited to ensure proper authorities from the People were secured and honoured. Those would include the rights of our people (Consent and Participation in Decision Making according to the UNDRIP and Treaty Principles). 6. That the promises made in the December 10, 2012 letter to the Band Members has been breached and the Chief and Council must be held accountable for the breaking of their promises. 7. That the non-action concerning our Treaty and Rights over the past three years be a priority for investigation. 8. No Band funds in any manner shall be used for campaigns, rental of vehicles including buses, meetings, conferences, gatherings, or campaign promises and buying of votes occur. We submit all of the above in the manner that we believe that wrong doing has occurred and that corruption is actively occurring, and that this is contrary and violating our Election Act and the Oath of Office for which you are established to ensure does not happen. We are well aware of our rights and abilities and we should not have to live under an oppressive regime that is the present Chief and Council. Sincerely,
