This man, Henry Docter, was a very bad man. In fact, Henry Docter would be today classified, a `terrorist` - the new buzz word for anybody who questions authority, especially that kind of `authority` that likes to ride rough shod over anyone unworthy.. Henry`s crime was to plant flowers at his own expense, to brighten up the empty planters that we so often see on the walls of public access modern monstrosities. These planters you see, are more decorative than functional, and often double as places to throw litter.. Washington Transit System ordered him to desist at a place called Dupont Circle.
