A petition was received on November 25, 2013 requesting DOSH to initiate rulemaking to align the lockout/tagout requirements of WAC 296-78-71503 with those of Chapter 296-803 WAC to provide a greater level of protection for similar hazards and potential exposures. Adding a reference to Chapter 296-803 WAC in WAC 296-78-71503 provides clarity and is more protective than what is currently in WAC 296-78-71503. This proposed amendment of Chapter 296-78 WAC would match the general industry lockout requirements of Chapter 296-803 WAC, which are substantially safer. It would also make it at least as effective as the Occupational Safety and Health Administration (OSHA) requirements located in 29 CFR 1910.147. A copy of the draft language for Chapter 296-78 WAC, Safety Standards for Sawmills and Woodworking Operations is posted on our web site.
