This method is used by many countries around the world and recently being deployed by India as well. The problem is Pakistan is simple, its responsibility of local elected bodies, but every one is good at defending their own leaders by ridiculing others, and arent pressurizing their leaders to start these projects. In KPK and Punjab we have many rivers as well, and we can have a lot of such projects, but we know it wont happen because VIPs dont see load shedding, its the fate of common citizens only :-)
