Charter schools are allowable ONLY for students whose needs are not being met by their local public school and meet the following criteria (students with special needs, credit deficient students, & students who have not yet graduated and are over the age of 18). For-profit charter schools and for-profit management arrangements shall be banned from receiving public monies.
