This refers to Chief Minister Omar Abdullah’s statement that his government will not give a single Hydroelectric Power Project to NHPC without an agreement of a Joint Venture. I remember on July 20, 2000, when his father and then Chief Minister Dr. Farooq Abdullah, after returning from London signed a memorandum of understanding (MoU), giving away seven hydroelectric projects aggregating 2,798 mw to the NHPC. The MoU transferring the projects to NHPC was signed by then power minister late P R Kumaramangalam and Jammu and Kashmir Chief Minister, Farooq Abdullah. And, after few days, he raised tempers, saying he wanted to retract the MoU, because “as usual he had not read it before signing”. But these projects continue with the NHPC. He miserably failed to retract. Even Kumaramangalam’s successor Suresh Prabhu said publicly at a press conference at PIB Hall, that he can’t believe a CM can sign such a crucial MoU without reading it. There projects, which he handed over to the NHPC were 330 mw Kishanganga, 280 mw Uri stage-II, 1,020 mw Bursar, 120 mw Sewa stage-II, 1,000 mw Pakal Dul, 30 mw Nimmo Bazgo and 18 mw Chutak hydel projects.
