This sad news just reached me. Bill Foltz was the professor at Yale who first brought Africa to my attention when I was one of his graduate students and had just decided I did not want to pursue studies of the then Soviet Union after all. After just a couple of courses from him and then my year spent in a failed attempt to do research in Kenya, Tanzania, and Uganda, he entrusted me with his introductory undergraduate course on African Politics. Bill has just died. The world has lost a wonderful person and a wonderful scholar. I paste in below what Yales Political Science Department just sent out to their graduates. William J. Foltz, H. J. Heinz Professor Emeritus of African Studies and Political Science at Yale University died Sunday, October 27, 2013. Bill was the director of the Yale Center for International and Area Studies (now the Whitney and Betty MacMillan Center for International and Area Studies) from 1983-1989, where he brought together and expanded faculty and programs in international relations within the University. For many years over the course of three decades he also developed Yale’s offerings in African Studies as Chairman of the Council on African Studies. He served as associate director of the Southern African Research Program for 15 years, and as chair of the Department of Political Science from 2004-2005 We will remember him as a wonderful scholar, teacher, and colleague. He will be sorely missed.
