This sounds REALLY good at FIRST, but when you look at a few stipulations, you realize there are a few issues that make it next to impossible to comply with. I live in a very rural area, southeast Saskatchewan. One of the rules is do not fly closer than 9 kilometres of any airport, heliport, aerodrome, or built up area. If Built up areas includes every town, village and hamlet, than there is almost nowhere you can fly legally under these rules. Using Google Earth to draw a 9 km radius around every town in the region reveals that nearly every piece of land along nearly highway would be off limits. Over 50% of all land is within that radius. Indeed, near Estevan, where I live, there is almost nowhere you could fly. And we are a very rural community with only 12,000 people. These other communities might have 100 or 1000. See the map in the comments below. In southwest Ontario, I doubt there is one square inch of allowable airspace under these rules.
