This was a set up, to cause this bunker mentality in the cops. In Mafia terms, this means they go to the mattress, or in other words, on the defense. The Mayor is the target because he had been speaking against the cops. It is probably an attempt to generate sympathy for the cops and they have been credited for the lowering of the crime rate in Brooklyn. It might be wide to investigate the two slain officers - that at some point or the other, they may have been on conflict with PD and thus became the sacrificial victims. If you dont think that badges will take out some of their own to some cause and effect, then you will be wrong. They are aces at set ups. They are aces at setting up crime waves, as well as pity parties. They are aces at pinning the crime on anybody they damned well want, and getting someone totally innocent sent to prison simply on their words/lies. The cops intend to stay in power, and they intend to continue with their agendas...they will make it harder on the people. The question to ask is, why were the two cops sitting in a parked car in a violent section of the city, anyhow? And I will say this again, Cops are liars, lawyers and DAs are liars, Judges and other law enforcement or politician are liars. This is the stigma they have earned for themselves and they damned sure havent changed any spots.
