Those who follow politics in Wisconsin are by now well versed on the passenger rail issue. State officials had been working on a plan for 20 years to connect Madison and Milwaukee. In 2010, the state was awarded an $810 million federal stimulus grant to rebuild the tracks and purchase new train cars. But Walker made the train money an issue in the 2010 election, vowing he would “stop the boondoggle train to Madison” because of the potential costs to taxpayers to maintain the service.
