Basic info on the water crisis in Detroit: Half of 323,000 accounts are delinquent. 46,000 notices for shut offs delivered by Detroit Water & Sewerage Dept. 4,5000 household water supply were shut off in May, and continuing. $150 (60 days) past due account considered delinquent and subject to shut off.
