Listening to Bongo Jerry Small on Newstalk93FM, once again emphasizing the need for Constitutional Change, I refer again to a proposal from the Jamaica Solutions Forum for specific forms of Change that can create new ways of political service. ...We call for a Constitutional change, so that we put in place, by election, PARISH MANAGERS whose sole job, would be the development of their Parish, renewable every four years. From the lot of Parish Managers, we will then vote for a President, or Prime Minister. The democratic process will be relevant at the elections we would have every four years. All who offer themselves as candidates for the job must explain their qualifications by public debates that will be mandatory and the winner by votes will be elected Parish Manager....
