Time to survey: Where does my responsibility lie? Upstairs neighbor has an aggressive ex who shows up on his bicycle every 10 minutes, pounds on her door, screams insults at her, then throw rocks at her window as he leaves. He times it so that hes only here a few seconds, then immediately takes off-- the purpose seems to be simply to harass her. At what point can I reasonably call the cops, without pushing my way into my neighbors business?
