To, Prime Minister of India Minister of HRD,Govt of India ======================== Representation Regarding the corruption by a Members of National Commission of Minority Educational Institutions, Delhi ,by selling his books in bulk to the applicant thru his agents cost Rs 4500/ each book *Another Member used to write Articles for Urdu News papers against Govt. itself *Unique way of corruption in judiciary exposed: Respected Sir, With humble request, our submission is as under, 1. That Ministry of HRD ,Govt of India constituted in 2004 National Commission of Minority Educational Institutions, Delhi as an appellant authority to decide Minority Status of Educational Institutions as per law 2. There is a bench of 3-4 persons: Two Muslim ,one Sikh ,One from Christian community. Except one no one is law graduate to justify themselves as Court Member 3. They all were coardial to each other. Instead looking legal aspects they all are more concerned towards corruption together on the pretext that decision has been announced in open court. 4. They all know the weakness of Indian Judicial System that appeals can be filed in High Courts where minimum time is 3-4 years till then they will retire 5. Subject Matter: 1.Mr Cyraic Thomas-Sr Member: Against him so many complaints are pending .He has his own team of advocates (Mr Romi Chako is famous) who can represent the client in NCMEI Court. If a fair investigation is conducted then it shall be an eye opener that he spent more than crores on travelling and Romi Chako spent about 80.00 lacs in traveling>Moreover, Mr Thomas used to submit fake taxi bills from Kerala showing personal travelling as official. Inspite of objections by Dy. Secretary Mr Siddique approved payments to maintain the group. 2.Mr Zafar Agha:He is a journalist by profession and all the time he use NCMEI system and staff for writing his articles for URDU DAILY. He has neither taken permission nor has disclosed this income to Govt. of India as it is mandatory-Some of his articles are enclosed as Annexure 1 3.Mr Mohinder Singh: It was noted that during court proceedings he used to misbehave and was very hostile to the applicants.The reason is clear.He wrote a book and thru his agents suggest the applicant to buy in bulk.Cost of the book he fixed Rs 4500/ each It was a unique way of corruption. The list of buyers of his book will expose his dirty tectice. Whether they purchased during NCMEI proceedings? How many books were frequently sold @4500/ when he was not in NCMEI and sales of his book when he heard cases of Sikh Community. Copy of few bills are enclosed as Annexure-2 For example:Guru Nanak Khalsa College Committee Yamuna Nagar purchased his books in bulk for getting minority status vide its order dated 24.03.2011 -Case No 41 of 2011,-Case No 42 of 2011,Case No. 43 of 2011, Case No 44 of 2011) and Case No 45 of 2011. Mr. Bhupinder Singh Jauhar is an old friend of Dr. Mohinder Singh used to do liasioning to the National Commission for Minority Educational. All these things are within knowledge of MSA Siddique ,Chairman ,he use their weakness for implementation of his own agenda of Islamiraran of NCMEI and appointing relatives without mandate in violation of DOPT guidelines, and giving NCMEI premises for personal use to a suspicious lady close to him all the time Miss Shabistan Gaffar of Kashmir. Sir, it is respectfully prayed that kindly inquire into the matter and appropriate action may kindly be taken and IT department can unearth black money thru sales of books thru such publications. The estimated cost of Book is not more then 200/ against sales price 4500/
