To, Reference: Injustice with CSE /UPSC aspirants 2011. Subject : Request to grant already announced two attempts (Under DOPT declaration dated on 10 Feb 2014) to all the Candidates who are the victims of the changes made in the Examination Pattern in 2011. And this can be done only by giving four years relaxation in age for CSE 2011 aspirants. Sir, With due respect we would like to bring to your kind notice that declaration of DOPT dated Feb 10 ,2014 has given two additional attempts to all civil services aspirants. Accordingly, the candidates who appeared in 2011 CSE exam should also avail the benefit because a major and comprehensive change in the pattern (CSAT) of CSE syllabus was introduced in the year 2011 itself. But the declaration dated Feb, 2014 mentions upper age limit to be 32 for General, 35 for OBC and 37 for SC/ST aspirants. Above said relaxation in age has completely subverted and destroyed the very purpose our efforts. Aspirants who appeared in 2011 CSE have already crossed the recently announced 32 years age limit. Hence the very purpose of age relaxation is of no use for lakhs of candidates who appeared and exhausted their age and attempts in the CSE- 2011. After the clarification of DOPT, the current scenario exhibits complete injustice and which is as follows... 1. The declared two more attempts will benefit only those aspirants who appeared in 2013. 2. Even students appeared in 2012 may get only one chance. 3. And it excludes the aspirants who appeared in the year 2011 from all the benefits. It is very clear that 2011 aspirants will not be in the ambit of this benefit. But the Fact is that CSAT was introduced in 2011 and change in the syllabus was to the extent of 66.7%. While the introduction of CSAT has led to decline in number of candidates from rural and non English background students. Until 2010 the percentage of students with Arts background passing the CSE used to be more or less equal to those with an Engineering background ( in the vicinity of 28 to 30%), the situation changed in 2011 when the CSAT was introduced. In 2011 the percentage of students with Arts background who qualified for the Examination declined to 15.38%, while those with an Engineering background went up to 49.7%. Here is the Data which shows the impact of CSAT in 2011 at the Preliminary stage itself. Therefore we claim that it is our legitimate right to ask for age/attempt relaxation as followed earlier in 1979 and in 1992 thereby preserving every citizens right to equality in public employment( Article 16- a fundamental right). The Y K Alagh committee which was constituted to decide on the structure and syllabus of CSE was of the view that sufficient lead time must be provided to the prospective candidates from the date of acceptance of any recommendation. Dr.EMS Natchiappan (R.S. Member on whose recommendation the GOVT introduced the CSAT format) is also of the opinion that all aspirants must be given sufficient time to understand the changes. Similarly 2nd ARC report clearly expresses the same views. As per the clarification of declaration of DoPT dated March 4, 2014 (it was announced to fulfill the demands of our continued and prolonged movement) the aspirants of 2013 and 2012 will get two and one attempt respectively. Even though the fact is that there was no any change made in 2012 and the change made in 2013 the impact of which is yet to be assessed because the Main exam is in the process and result is yet to come. Whereas the main basis and emphasis of our demands was the introduction of CSAT in 2011. Now that 2012 & 2013 aspirants are going to be provided with extra attempts and relaxation in age whereas no attempts and age relaxation to the FIRST MAJOR AND REAL VICTIMS OF CSAT changes will amount to injustice to Lakhs of aspirants and which is also against the Fundamental Rights of Equal Opportunity in Public Employment guaranteed under the Constitution of India. Justice will be done only when victims of 2011 CSE aspirants get their due (two attempts and required age relaxation for 2011 CSE aspirants to appear in CSE 2014 & 2015). With Best Regards.
