To Sri.Siddaramaiah, Hon’ble Chief Minister, Government of Karnataka Vidhana Soudha, Bangalore Respected Sir It is a well-known fact that the phenomenon of the Residents Welfare Associations (RWAs) is an emanation of civil society activism in several urban towns and cities of India to improve the Governance of the cities and quality of life in the cities in association with the Local Bodies and the Governments. Presently, their impact on urban life is almost negligible. Hence with a view to energize the concept of RWA in urban towns and cities of India, it was decided to form a NATIONAL CONFEDERATION OF NRESIDENTS WELFARE ASSOCIATIONS (NCRWA), to provide common platform for all RWAs to come together to share the issues, workout common strategies, support common causes, take up issue with concerned State Government and launch nationwide campaign to get statutory status to the RWAs. Demands of NCRWA to Government of Karnataka (a) Give Legal status to NCRWA by amending relevant Acts : KMC Act 1976, Karnataka Town Municipalities Act 1964 and Karnataka Town and Country Planning Act 61. Please make NCRWA a partner in planning cities Goverance. (b) Please provide suitable working office accommodation for all RWAs and their Federations. (c) Put a mechanism in place for the RWAs/ Federation to discuss and debate the issues related to Governance of Bangalore with Karnataka State Assembly and Bhruhat Bangalore Mahanagara Palike (d) For transparency in funds allocation and expenditure to a ward, copies of allocation and expenditure details be made available to the RWAs. Let the RWAs work watch dogs of the Wards and report the matter to the Competent Authority. (e) Government has asked local bodies vide letter No.UDD/129/CSS/2011 Bangalore of 11 Jan 2013 to give Representation the RWAs in the AREA WARD COMMITTEE. So far it is not implemented. Request ask the authorities to implement the same. It will be the firt step towards awareness of Ward Governance. (f) Solid Waste Management(SWM) has been an issue in Bangalore. For effective SWM, payment be done after the RWA certifies that the SWM is satisfactory. (g) RWAs certificate be obtained before payment is done to a civil contractor in a ward. A copy of specifications should be available to an RWA for awareness and effective monitoring. (h) Our biggest problem is poor Governance of BBMP. The organisation virtually is non-exist when it comes to manage building construction- where unauthorised development is order of the day, banner display management, commercial activities management, roads maintenance, and above maintaining data of properties and collection of property tax. BBMP is a very weak organisation. The administration lacks the courage to govern in spite of having adequate powers under KMC Act 1976-some time for self serving the officials. (i) A legislation be considered to make BBMP a Metropolitan Organisation to bring all service providers -BWSSB, BESCOM, BMTC, BDA, BMRDA, NAMMA METRO Suburban rail system, etc. The haphazard growth of the city is making daily life miserable to the citizens. An accountable, and powerful authority should be put in place to make BBMP an effective organisation. (j) Please enact a legislation to promote, assign responsibilities and rights, define relationship with Local Bodies, organisation, interaction with all civic agencies of a local body, etc on the lines of Apartment Owners Act 1972. All above issues should be included in the Act. the Act should be finalised after extensive discussions with RWAs and umbrella organisation NCRWA. There is an Act in place in NCR. Our Act can be modeled on the existing Acts in various states.
