To The CENTRAL VIGILANCE COMMISSIONER, The VIGILANCE COMMISSIONER, Central Vigilance Commission The Chief Secretary , Government of Haryana The Principal Secretary , Government of Haryana , Town & Country Planning Department The Chief Administrator, HUDA , Panchkula The Chief Controller of Finance, HUDA , Panchkula Sub -Intentional Serious Financial and Infrastructural irregularities by the Officials of Haryana Urban Development Authority at Water Treatment Plant , Chandubhudera , Gurgaon and conspiracy by the Officials of Haryana Urban Development Authority to hide the criminal Act . Attachments - 12 nos. This has in the reference to the subject sited above . The amount was allocated from External Development Charges taken from property owners directly. The attached letters are documentary proof of corruption . The following Officials were well informed about the irregularities from year 2010 to till date . 1. The Chief Administrator , HUDA , Panchkula 2. The Chief Engineer -1 , HUDA , Panchkula 3. The Superintending Engineer , HUDA , Circle -1 , Gurgaon ( except Sh.V,K Ghai as he tried best to recover the amount but he became victimized and suspended ) 4. The Executive Engineer , HUDA , Division No -3 , Gurgaon ( except Sh.Kartar Singh as he was not in a position to take any action ) 5. The in charge SUB DIVISIONAL ENGINEERS . The main mastermind was Sh.Pankaj Kumra the then Superintending Engineer , HUDA , Circle -1 , Gurgaon who successfully floated two drawings for S/S Tanks in Chandubhudera Water Treatment Plant . Now bot the drawings even denied by the office of Sh.A.K Gupta , Superintending Engineer , HUDA , Circle -1 , Gurgaon even in RTI . The total recovery was calculated in this matter was approx Rs.2,25,00,000/- ( Two Crore Twenty Five Lakh only) . No recovery was established for non construction of Permanent Dewatering system . The Chandubhudera Water Treatment Plant put under Trail run before the completion of civil work and without proper Electrical infrastructure benefited Contractor in terms of Delay Penalty , Maintenance Period and Financial gains . The Basai Water Treatment Plant is of 60 MGD Capacity . But till date HUDA has never supplied more than 56 MGD WATER from this plant due to defective pipelines and infrastructure . The inspection record and logbook of vehicle denied by the officers even in RTI . Two more recovery cases of Sh.Pankaj Kumra , retd Chief Engineer -1, HUDA , Panchkula are pending without any action. It is requested to recover Public money at the earliest and prosecute erring Officials . We have further collected more documents on corrupt act of said officials .
